I think that a simple spread sheet will take care of the character creation and update process. I have a few different versions hanging around. A talented person could work with me on correlating all of the versions and making sure that the final version is complete and correct. In this way, a player could generate a character in a couple of minutes, store the file, print out the character sheet, and update the character when he earns enough MUs with a mininum amount of effort.
