We obviously don't run in the same circles.  I assume you're using the word
"Evangelical" as a synonym for "low church" since I know a few very
ritualistic (i.e., "high church") fellows who are definitely Evangelical in
theology.

And if you think the ECUSA is A/C friendly, just go into one and say, "You
shouldn't have women in the Altar."  You'll see how friendly they are to the
historical catholic teaching regarding women's ordination.  I've found it to
be the Evangelicals who are less friendly to the A/Cs.

But that's just me down here in Florida.

Can't say for sure since I've never been to the churches you mention, but I
would guess that if both you and I visited the same church at the same time,
we might come away w/diff impressions.   While they may not be higher than
an APA parish, they may appear quite high to an Evangelical.  Certainly
there are exceptions (until recently, for example, St Andrew's in downtown
Fort Worth), but  they are not the rule.

Nor am I damning all Anglo-Catholic practices.   It's just that I don't know
anyone outside the Episcopal church, nor any Anglican Evangelical, who would
say that the Episcopal church is in any way Anglo-Catholic-unfriendly.  I
know MANY who would say it is very Evangelical-unfriendly.
