Your parishioner has a valid point.  A Civil Marriage is what it  is...well 
not much.  
 
With the covenant of the Sacramental marriage that's another matter  
entirely.  As FR Wiebe stated, without a "State church" the state, county  etc are the 
keepers of the records.
 
 
We are the keepers of the faith.
