If you have a used book store available, you may find
the following from Percy Dearmer. 

There is a copy of the Parson's Handbook floating
somewhere in the Continuum that I purchased in the
1970's.  Percy Dearmer had much to do with educating a
generation of Anglicans in regard to the Sarum Rite
and ornaments.

If I can find that book, I'll make it available to
you.  I believe Vernon Staley may have written a few
lines on the subject, but I've also loaned those out,
and will have to retrieve them.  

Since using colors of the seasons is a relatively late
usage as well as ornaments for the various ministeries
there is no universally accepted standard among
Anglicans.  From the earliest days, usages and
traditions developed within Dioceses.

The music, the ornaments, the traditions that Percy
Dearmer revived a century ago were beautiful and
represent one high point in Anglican practice. 
However, even if we had the funds, lay leaders and
clergy knowledgeable enough to replicate what he did,
I wouldn't advise doing it all in one day in Dayton,
Ohio or Indianapolis, Indiana.
