I think you have to be careful to draw any conclusions about that consecration. The situation is VERY fluid right now, and the future is very uncertain. As to the supposed "slap in the face to the REC/APA" I don't see this as so much a snub as it is laying the groundwork for an alternative oversight that is needed within CAPA and other jurisdictions that may request the same.
