I really don't know. The rubrical option to use OT Lesson & Psalm (or
canticle) before the epistle is new with the 2003 edition. I do know that
practice in the past (dating to a time when most REC parishes were MP
w/Communion 1st Sunday of the month) was that the lectionary was very
flexible. Lessons were often selected according to sermon content. My
personal practice has mostly been to preach from the lessons in the
lectionary. For the past 17 years, I have served a parish with weekly
Eucharist. Sermons mostly based on Gospel or Epistle, but regularly from OT.
Frequently I added an OT lesson. Mostly, but not always from the lectionary.
My guess (and it is only a guess) is that as more and more parishes moved to
weekly Eucharist there was a recognized need for an OT lesson in the
service. Clergy & People both were accostomed to OT lessons on Sunday
morning. But getting back to your question: I see no rubric or even a
specific intruction to use a certain OT lesson or psalter from the
lectionary. Flexibilty seems to be implied. But we see what we want to
see...
