were at least in the case of Stallings  'consecrated' some years ago by
a prelate from Southern California. Believe it or not I was actually
invited to the event and to the $100 per plate banquet held before. (I
dclined). Stallings was a priest in the RC Archdiocese of Washington and
was a strident street smart  type and a troublemaker for the then
Cardinal Archbishop Keeler who was well rid of him. Milango is probably
mentally ill (he seems into exorcism and the like) and of course his
marriage was a non starter as being under vows he could only attempt
marriage.  He excommunicated himself 'laetae sententiae' . Never a dull
