I'm no authority on this and I haven't had a chance to sit down and chat with some Rabbis over a plate of bacon and eggs....but my understanding is that within 1st century Jewish culture there were no circumstances in which it was morally acceptable for younger siblings to dress down an older sibling.  Then again, I don't think any of it really matters.
