 The old book "Ritual Notes' will answer some of your questions about
the oils and I also recommend the old 1910 Catholic Encyclopedia (New
Advent version) which is free on the Web. All these things are spelled
out in some detail and generally except for the business about the
Papacy being infallible (ahem!) and universal Ordinary(please!) what
they say is 99% correct.                                               
                                           There are 3 services that
only a Bishop (of any rank) can perform. One is the blessing of the
Oils on Maundy Thursday (at the Chrism Mass), the ordination of
bishops, priests and deacons (or if we are traditional-making Deacons,
ordaining Priests and consecrating Bishops). They are also (by
tradition) the only one who can consecrate Church buildings and bless
bells. Priests (with Holy Oil) can confirm /chrismate people (and often
