I think you put your finger on the button: "the Primates themselves lack the mechanism...."  There's really not much that can be done about it outside of ++Williams saying to ECUSA "You're no longer a part of us."  And you know that's just not going to happen.

	Good point and well taken.  I don't believe they will do any thing even with
	the report and "teeth" because the Communion and the Primates themselves
	lack the mechanism and the intestinal fortitude to enforce anything.
	Nothing will happen no matter how many reports are issued.  Twenty years
	from now ECUSA will probably still be in the Communion ordaining and
	consecrating homosexuals and everyone will think it is great to be in unity
	with them all because they were patient and knew how to appeal to people's
	emotions.  Evil likes to take advantage of the righteous when they are weak
