Regard Vatican note:  I would believe that we, as forgiven sinners,  would 
extend this blessing to others.  However, as I was trained in hearing  
confessions, for one to be forgiven one had to demonstrate certain  criteria.  (ie 
repentance, restitution, and intention.)  When ECUSA  exhibits these perhaps that 
would be the time to speak of forgiving.
