The priests on his shoulders and back. Remember the Form of Ordering and Manner in the BCP 1928 is totally different between that of a Priest and Bishop... Not to say anything concerning the matter of intention. The rubrics on page 546 (BCP 1928) allow after the prayer that "the Bishop with the Priests present, shall lay their Hands severally upon the Head." Follow the rubrics and be lawful. He is now a priest according to Articles XXIII...XXXIV...
