Gentlemen,
     The base closure issues are far above my paygrade.  But I can tell you that there is only so much money.  Sometimes we have to cut out some good thing in order to do some more important thing.  No tax payer wants to pay for anything deemed unnecessary.  
     As things stand we can always set up a mobile command element in any location, even in a soccer stadium or football field and both ships or airplanes move very efficiently to any disaster area.  There is no need to keep a base open just for that.
