I believe the account was either entirely fabricated (this was what they 
imagined crypto-Catholics to do) or a gross exaggeration of what he actually 
did.  Without know the context of the quote. my guess is that he arose 
during a particular rancorous period when Laud was attempting to move the 
altars back to the east end and enforce the use of communion rails.
