Try living in Australia, if you live in South Australia or Northern Territory
your time zone is 9.5 hrs ahead of UT or if you live on Lord Howe Island (a
holiday island 500 km NE of Sydney) your time zone is 10.5hrs ahead of UT.
Also Queensland, Northern Territory & Western Australia don't have daylight
savings while Tasmainia starts about 4 weeks before the rest of Australia that
does use daylight savings (ie NSW, ACT, Vic. & SA).

PS. For Ken the time zones in Australia are Queensland, NSW, ACT, Victoria &
Tasmania are 10hrs ahead of UT & called AEST, Northern Territory & SA are 9.5
hrs ahead of UT & called CAST and West. Australia 8hrs ahead of UT & called
WAST (not this shown as +7 in example program).
