I think minimum size is dependent on the users.

If you develop program for all users including old PLUS size window
and CPU power is not a problem,
you should stick to this smallest traditional size.

I use mainly XGA mode and optionally 16" mode.

My target user is 640x 400 minimum (PowerBookUser B/W) for a project PLUS
size for another project.
