Try Bill Goodman's "Compact Pro" shareware.
It has a pref called "Make files self extracting by default".
It adds its own self extraction code to its compression of your code,
effectively making the downloaded file a stand alone self extracting app.
(if that makes sense 8).
Don't know where to get it.
