Extensions Manager (as well as all of the other popular extensions management utilities I know of) only allows you to turn off SOME of your extensions. To see what I mean, go into Extensions Manager, and turn off all of your extensions. Then reboot and open your extensions folder. You'll be surprised to find out just how many extensions still load! I was amazed. What is so hard about scanning a folder and moving all files out of it is beyond me.
