Nicer than unplugging the cable:
Open Remote Access, go to the options, under the "Protocol" tab
Uncheck "Connect Automatically when starting TCP/IP"

Software I have come across that does this sort of thing:
AIM (usually installed as part of Netscape Navigator)
Network Assistant (optional part of system software)
Nortons Anti-Virus (For automatic virus def updates)
Old versions of "Outlook Helper" (M$ Extension)

I guess you could TVB initopentransport (or something like that)
in macsbug, and when it drops you into the debugger,
 have a look at the current application (which might
be some hidden background app), but if it is an extension
causing it, this will mislead you...
