As mentioned by John/Paul, Resedit has run on every release of OS X that I can remember (Classic mode of course). Try starting Classic with extensions off (hold down SHIFT key while starting is one way to do this---there are preferences for this too) and then try running Resedit. One other thing to try is go into the OS 9 preferences folder and kill the Resedit preferences file before starting it up. If this doesn't help, maybe some more details would help. For example, does the application/OS give you an error message or does the double click of the application produce literally nothing? Anyway, repost if you need some help finding the culprit (because resedit clearly does run in Classic under X).
