We seem to have two willing candidates, Pete and Scott. I'm sure no one, including Bill, wants to slight one to choose the other, and I don't think it ought to be a popularity contest. Can the two of you... 1. decide between you whether one is more eager or somehow better qualified, or 2. suggest an acceptable procedure for making the choice, or 3. offer a division of labor by which you might share the responsibility?
