Have also seen this undocumented 'feature' in commercial apps so don't feel bad. I imagine that there is a way of finding out if a balloon is currentlty displayed, so in your idle loop you'll have to constantly (well at least if the user switchs balloon help on) survey the balloon status and send yourself an update event. Someone will probably post a more elegant way.
