Well Shoot.  It would've been nice if Skype would've just said in their
documentation, "Warning: bothering with this in anything less than Tiger will
waste days and days of your time and others that will try to help your sorry
butt".

I know that apps written using the API can RUN on 10.3 (witness the
"SkypeAPITest" app that comes with the framework which works fine on my rig).
 I guess you just can't do a BUILD on the older OS 10.3.

I guess I'll grind on this a little further and then shelve it until I can
move up to Tiger.
