Just off of a guess...

Terence presents "bad analogy time"...

Consider a "Handle" like a handle on a cup. You can pour something into a
cup based on you holding the handle of the cup(POKE handl&, toputincup%).
By "wiping" off the handle(handl&=0), you don't "empty" the cup. It's still
there. So, you need to "Dispose"(hope I'm using the right term!) of the
contents of the cup.

In fact, if you try to use a bad handle number, you could end up pouring it
in your shoe! :-)

In reality a handle is just a number that points to something else. By
clearing the handle(the "reference" number), you don't get rid of the
memory you've put in the actual piece of memory.

I hope that bad analogy cleared it up.
