Derick,
How does your committee arrive at its final figure for each item?  Our 
process is similar to yours.   Our Budget Committee Chairman requesting each 
department head and committee to  submit  itemized budget requests.  From 
these , only the total is listed in the church budget for approval except 
for a few additional line items the Trustees submit.  With these requests in 
hand the meeting to formulate the budget usually takes one meeting lasting 
at longest 2 hours.

The budget is then presented to the church for adoption.  In 13 years I do 
not recall a major amendment except the year medical insurance increased 
substantially.  The amendment was for the church to pay 100% of the increase 
instead of the smaller amount I had suggested.

 We work from the  philosophy that the budget is not just a guideline for 
expenditures.   Church approval of the budget authorizes department heads 
and committees to expend the funds approved within budget guidelines.  The 
church council meeting begins with a report update of expenditures and 
quarterly the council receives a budget update.  There is close coordination 
between the budget committee chairman and those responsible for 
expenditures.  Cooperation and team mentality is essential.

I kept the numbers in it... We have nothing to hide except my own salary
(which is my total package).  But, sometimes seeing what others place in
where is helpful.  I know another church that I have used their
resources for just that reason.  It is my opinion that our missions are
too low and staffing is too high.  But here it is.
