Of course the Spirit and the Gifts are ours. I haven't see anyone saying otherwise. The gifts of the Spirit are in operation today except for those the Bible says would fail, cease, and vanish away. Those (prophecies, tongues, knowledge) are not in operation today as the Bible says these would end. Joel's prophesy was fulfilled in the beginning of the latter days which is a term describing the time from the first to the second coming of Christ.
