Absolutely!!! God is holy and righteous in all that He does.

The problem is that many people cannot discern between what God is doing and 
what the Devil is doing.

The Devil works evil and blames it on God.  Many people swallow his line and 
blame God for the evil occurring in their lives.

John 10:10
10 The thief cometh not, but for to steal, and to kill, and to destroy: I am

Jesus, never ever, ... even with great multitudes of people,  .... He never 
told anyone who came unto Him for healing that it was not God's will to heal 
them because God  had some greater purpose in their remaining sick.
