Doc, How is this bad hermeneutics? I assume you are referring to "by precept and example". There are many things that are not explicitly taught but we learn by "precept and example" - e.g. the Trinity. But in denouncing my hermeneutics you have not even offered anything to base your opinion on - you mention Ananias - but what do we know about Ananias - He was a disciple and he was in the Church in Damascus - maybe he was an average joe-member or maybe he was an ordained officer. But if that is your only example - there are far more examples of those ordained/appointed baptizing than those not. BTW In my first post I said "ordinarily" which does leave open for the rare extraordinary case - but this is the exception not the rule.
