Jerry,
 I think a "litany" is a liturgy for a specific event.  Any idea what 
variety of presbyterian.  My guess would be PCUSA as I doubt most 
conservative presbyterian churches would bother to have a litany for 
stained glass windows in a middle of a service.  They may dedicate the 
windows at a different time - but it would be quite unusual to do this 
in the Lord's Day worship.  Using formal liturgies is though becoming 
popular in many conservative churches. There are some even in my own 
denomination that are moving in this direction, though I have no 
intention to.
