Again for what my 2 cents are worth:
I think the over riding burden is to obey that which is most explicate in the scriptures over that which is an arguable issue. Although I am passionately committed to local church "covenant partnership", (which is what our church calls membership to more clearly define what we are trying to communicate), I do not think that it is as explicate a directive in the scriptures as is the call for a wife to submit to her husband as unto the Lord.
The cause of Christ is far better served, when the explicate is adhered to, if the choice is before us, over the implicit. I by no means mean to down play the importance of church membership - or it's biblical foundation - I respond only in relation to the issue of loving male headship in the home and therefore in the church.

For those of you who believe in membership for the local church, I am
curious how you would counsel on the following subject. A wife wants to
become a member of the local church she attends, but her husband(who is also
a professing believer) doesn't want to become a member, nor does he really
want her to become come. She wants to know if she should become a member
even though her husband doesn't want to, neither does he want her too?
Is she not in submission if she chooses to become a member without his
consent, or is she permitted to become a member because the Scriptural
teaching on membership and obedience to it?
