You say "we cannot assume..."  May I humbly ask why not?  Scripture is very 
clear that salvation comes to God's children through faith in the finished work 
of Jesus Christ.  And that faith is always shown in people capable of 
believing.  Is there a couple of places in Scripture that would lead me to agree with 
your assertion "we cannot assume..."?
