In regard to the specific question about whether it should be told in a
meeting where the person is present or not, I think the situation is
complicated by the fact that one cannot compel someone to attend.

I think the elders should inform the person that they are going to make a
public statement and when the statement will be made. Whether the person
comes or not is up to the person.
