Whoa. Who is putting Romans 10:5 before Romans 3:21?
"For Moses writes about the righteousness which is of the law...But the righteousness of faith speaks in this way..."
Romans 10:5 is not a Pauline endorsement of the righteousness of the law but just the opposite! Read the verses before 10:5 and see that Paul describes the righteousness of the law as a false righteousness. Why should we also be ignorant? "They have a zeal for God but not according to knowledge."

Paul certainly understands Leviticus to be saying that when he promises life
to those who obey the law in Galatians 3:12. Schreiner: "When Paul cites
Leviticus 18:5 in Romans 10:5, he stresses that no one can attain
righteousness or eternal life by obeying the law since no one can obey
sufficiently what the law demands. The attempt to gain right-standing with
is, then, what Paul criticizes in Romans 10:5.... He rejects the idea that
the law provides life or righteousness, even though the perfect keeping of
the law would bring such righteousness (compare Rom. 3:19-20; Gal. 3:10-12).

Wow. Have we really come full circle? Beating the dead horse: Romans 10:5
(via Nehemiah, Ezekiel, Deut., & Lev.) says righteousness comes through the
law.
