This is not a generalized comment about righteousness so that it could be applied to any and all righteousness. Paul is speaking here of the righteousness that is by the law. In the next verse, he says, "But the righteousness that is by faith..." Clearly two different righteousnesses. And look at Romans 3: 21, "But now a righteousness from God apart from law, has been made known." This is not the righteousness that is by the law, because it is from God apart from law. And vs. 22, "This righteousness from God comes through faith in Jesus Christ to all who believe." Jim
