I think what MacArthur is arguing is that the sin nature is present - but
NOT the sin action. Sin  nature does not condemn but only sinful actions -
therefore since a unborn child has not acted upon or has not acted
consistent with,  his sin nature they are not condemned and thus enter
heaven.

JGR  But the child could not die if were not actually guilty and deserving
of death. This argument is the same as saying there is a universal atonement
but God sovereignly limites it benitifs in soverelugh election. We must
start with the clear biblical fact that infants are guilty sinners only die
because they actually sinned in Adam
