Whenever I hear that I think of the myriad of verses stating that 'this  
applies not only to you, but to the alien living within you.' It is an oft  
repeated clause. Who were the aliens? Were they not Gentiles? Also,  was not a mixed 
multitude given the Ten Words? Lastly, are not Gentiles  represented in 
Ephriam and Menasah?
 
All that to say Israel's Mosaic Covenant always included Gentiles. It does  
not seem to need an expansion to include them. Nor do the promises of Jeremiah  
need to be ripped out of Israel and Judah's hands in order to be placed in 
the  lap of the Church. IMHO
