There is a distinction in Eph 4:11: Pastor = Poimen = herdsman, overseer, elder.
teacher = Didaskalos = in the NT one who teaches concerning the things of God, and the duties of man.
There are elders who are not teaching elders.
I believe that there are Godly, mature women that can and should teach and instruct younger women concerning the things of God and their duties. Besides, who did Timothy learn from?
