It seems to do everything it's supposed to when I run it.  The "daylight savings
time" box was properly checked, the System Time showed correctly, and the edit
box on the left showed "-5", which is correct for my time zone (CDT).

I don't think this is true.  All you really need is to have your time zone
properly set in the PRAM.  The Map control panel is one way to do this, but you
can also do it using the Date & Time control panel (at least in System 8.0? and
up), and you can easily write an FB program to do it in the unlikely event you
don't have either of these control panels.
