Andy once gave out a project that had a runtime empty except for the 5
'must have' runtime functions which were END and a couple others.  After
that you needed the String include from the runtime and then it was just
you and the toolbox as far as programming went.  I never compiled it so
I'm not sure how big it was, but it would be quite small indeed.

I no longer have a copy of the project though.
