I believe that on a 'regular' Mac with a 'regular' keyboard, F14/F15 
are intercepted at a low level (in the IOKit), do not produce a 
kEventRawKeyDown Carbon event (or old-style WNE keyDown event), and 
thus are not available to an application's event handler.

The story may be different on PowerBooks with a 'Fn' key or with an 
external keyboard.

You can poll the keyboard status with GetKeys, which will report that 
F14/F15 are down, but as far as I know you cannot disable the 
brightness functions of these keys.
