Try the carbon list to see if there is a workaround.
You can search the archives and if you dont come up 
with something ask the question in the forum

I was afraid of that.
It was very short-sighted of Apple to assume that those keys belonged
to them.
Terminal emulators use fkeys 1 thru 16
