Just a guess (since I've never done this) is to check he property  
list key:  CFBundleLocalizations.  Of course, your application has to  
supply the local files (i.e. .lproj files). At that point the user  
controls whether English of Japanese is used based on preference  
settings on the local machine. Alain and Michele would know better  
than me because of all the work they did to translate FB to French  
and Italian.
